Well, this time of year with those setups, best might be using lures along the beach on calm-water days for snook. You cast parallel to the beach, just 5-10' off the sand. Near high-tide is best. Use a white or white/red jig, or perhaps a topwater lure such as a skitterwalk or Top Dog Jr. Of course, you can also catch small baitfish and then live-line them along the shore. Do this all early in the morning, at sunrise and just after. (some prefer to fish late afternoon, into the evening.

Personally, I'm still working on tarpon. But lately seems live-lining baitfish at the inlets on an outgoing tide is working well for tarpon (and snook).
Shark are easy, but u need a much stronger rod.
Not sure why you would target rays. altho some people make "scallops" out of the wings, most just use them for shark bait. The bigger ones are hard fighters and will take up a lot of your time (and wear you out). Personally I'd rather not catch rays.
Nov thru April you can target pompano with fleas.. sometimes they are very close to the beach, often in the breakers/suds early morning and late afternoon. GREAT eating fish, definitely a top target for a surf fisherman in FL.
