After several reads of the side-by-side of the proposed regs, I have a question on the recreational harvest section.  Who was sitting at the table when the proposal was offered for:

1. allowing "spearfishing for permit and pompano in both State and Federal waters"; and

2. "No change in size or bag limits-harvest of permit 11-20"?

I don't spearfish.  So maybe I am missing something.  Nevertheless, who is able to distinguish the difference between a pompano and a permit of 21 inches underwater?  Darting left and right, how can you be sure it is a pompano?  I guess it is only after you spear it and bring it up for a measurement.
